PM Special Scholarship Scheme (PMSSS)

A Government of India initiative to provide youth from J&K and Ladakh with access to quality higher education outside their home territory.

The Government of India (Ministry of Human Resource Development) has entrusted the task of implementation of PMSSS for students belonging to the Union Territories of J&K and Ladakh in AICTE-approved Colleges and Institutes, by creating supernumerary seats.

With a view to providing youth from J&K with better opportunity and enhanced employment potential, the Govt. of India has instituted a scheme for award of scholarships to students who perform meritoriously at higher secondary school level and are desirous of pursuing undergraduate studies in colleges and institutes located outside their domicile state.

All India Council for Technical Education (AICTE), under the Ministry of Human Resource Development, has been entrusted with the responsibility of administering the scheme. The engineering colleges under JIS Educational Initiative are AICTE approved, and additionally accredited by NBA and NAAC.

Scholarship Coverage

The scholarship covers academic fees across streams and a monthly maintenance allowance — paid directly into accounts.

Professional / Medical Stream
Per annum academic fee or actual fees as per State Fee Regulatory Committee, whichever is less — paid directly to the college.
₹2.25 Lakh
Engineering / Technical Stream
Per annum academic fee for AICTE-approved engineering programmes, subject to the fee regulatory committee ceiling.
₹30,000
General Stream
Per annum academic fee for general degree programmes, paid directly to the institution.
₹1.00 Lakh
Maintenance Allowance p.a.
Paid in 9 instalments — ₹20,000 immediately on joining verification, then ₹10,000/month for 8 months, directly to student's bank account.

Eligibility Criteria

  • Must be a domicile of the Union Territories of Jammu & Kashmir or Ladakh.
  • Should have secured a minimum of 60% marks in the Minimum Eligibility Qualification (MEQ) — 10+2.
  • Must pursue undergraduate studies in colleges/institutes outside the home UT.
  • Annual family income must be less than ₹8 Lakh.
  • Students with a 10+3 Diploma from J&K / Ladakh Polytechnic are eligible for direct admission in the second year (lateral entry) against vacant seats.
  • Counselling and institution allotment is conducted by AICTE, New Delhi. Students must report to the allotted institute within the date specified in the allotment letter.
